I need someone to create a theme to "imitate" an existing flash site:

This is my sisters site who is having problems with her current webmaster responding in timley manner to change requests, so I want her to have a Drupal site instead.

My problem is creating css to match the way she has content in what would be the header and random images in left side bar.

I'm new to Drupal and lauching my new site very soon. As time is running down, there are a few quirky things that I need to accomplish asap and I have a feeling that someone who knows what they are doing can whip these out pretty quickly as opposed to me scouring the forums and going for the trial and error method :)

Eonfire, the new campus-based network for social entrepreneurship is establishing 11 student chapters across universities in Canada and America this fall, and is looking for a Chief Technology Officer who can build and manage our online infrastructure. I need someone who is expeienced with drupal to configure my installation. This is the site structure I need:
The site would have the following sections:

Radio (List of mp3 Files submitted by admins)

Portal (Home page, includes Recent News, Featured Article, Recent Forum Topics Block, Affiliate Links Block)

News (News Page, displayes news of a specific category, the news page link up top will be a drop down menu with the several catagories)
