Paid Drupal services

I have a drupal site that requires heavy use of the events module. I hacked together a very simple php page that parsed a csv file and inserted each row as a new event into the database. "Hacked" because I bypassed any and all drupal framework and inserted the data directly into the tables. While this makes creating events easier it bypasses all other modules like gsitemap and event log. I also have a random problem of event times offset by an hour or 2. Sometimes this happens on the calendar itself and other times it happens within the ical link on the events page (I use this link to tie into calendars link gCalendar and Outlook).

This programming is for a non-profit entity The City's Gate (www.thecitysgate.org) in Harrisburg, PA.

Requested Services:

1. Design an Event Bulk Upload module for 4.6 - 4.7.
   Currently I'm running 4.6. I want to upgrade to 4.7 in the near future.
2. The module must be theme independent.
   Currently using the Bonsai theme, but may switch in the near future to take advantage of 4.7 features
3. Security will be configurable like other modules.
   I.E. Admin can select which usres/groups can access the Event Bulk Upload module
4. The module will only be used to create new events, not update existing events.
5. Must be able to handle around 30 - 40 events in a given upload file.
6. The exact file type (CSV, XML, XLS) and schema (input fields) can be determined during negotiations. Minimium field requirements are:

I had a Drupal site ver 4.6.5 installed and running. Someone hacked into my VPS and erased my site and files. I have my database saved. I need someone to take my database and set me back up exactly the way my site was running before.

I have database files and the version 4.6.5. I just don't know how to get everything up and running together.

I am willing to pay for this service and set up.

I'm working with a group of people to set up a group blog/network and we are considering using Drupal. Given some time, I'm sure I could figure out how to install and run Drupal, but due to some back/neck issues I'm having I can't sit at a computer for long periods right now. If this group seems to be in a hurry to get this set up, I may consider hiring someone to do the installation and I can figure out how to customize it later. I would like to get some rough estimates of what this may cost. Thanks.

i'm looking for some help with one of my own personal projects, it's due for completion by October and it's becoming clear i simply can't do it all on my own.

I want to create a user star rating module.
Very similar to mediumvote/simplevote/voting modules, but will be shown in custom user profiles and used to vote on users rather than nodes.
It will need ajax functionality so votes can be recorded with reloading the page. votes will need to be recorded using the votingapi.

I have a large and very active drupal installation running 4.6.3, I'd like to pay someone experienced with drupal to upgrade it to 4.7.3, mainly because I cant afford to screw up the upgrade in anyway.
