Missing Admin Menues

My Hosting company has moved my website to a new server at a new data center. I have a new IP. The site is up, but my problem is when I log in to do Admin work I see my menues, but when I click on a link to do something the menues dissapear, and I can not do anything. I am new to Drupal, I inherited this site from a former employee so my knowledge is very limited.

Item not showing in Block

I have a Header block that shows a weather channel magnet script, image and google search. As see here in an html file all show up: http://cnbpoteau.com/weather.htm
With this same html in the header that is in the block I can only get the image and and google search as seen here: http://cnbpoteau.com
Any ideas as to what could be stopping the weather script from loading? If permissions what would need to be adjusted and where? Thanks is advance!

how to expand menu manually

I can get from database mid, pid, path (...) of menu that I want to be expanded but I don't know how to do that. (I want to expand menu on sites that are not from that menu). anybody know how to do that?

Is Drupal 4 compatible with PHP 5

I want to upgrade to php 5 on one of my servers, but I still have a drupal install with 4.7 (yeah, yeah it should be upgraded but I can't do that now).

Does anybody know if once I upgrade to php5, will this cause any issues with my drupal 4.7 install?
