Why do you prefer Drupal over Wordpress or Blogspot as your cms?

We are looking for a Drupal Expert to help us with one project. We have expert Drupal knowledge inhouse but at the moment we are in the fortunate situation of having to much work.

Probably we will be making the themes for this project (or you if you are good at it) but what we really need you for is developing the back-end. The largest part will consist of tweaking existing modules.
New modules that have to be made can be contributed to the community without a doubt.

Can Webform require respondents to identify themselves and then report results by respondent?

Hi everyone! So i was recently working on updating a client's drupal site, copied it over to one of my servers for editing (the entire directory structure that my client had, as well as a complete sql dump), and I have gotten it to run one my server, however, I am having trouble displaying the russian characters in UTF-8

For example, this is some of the text that comes out:

Hi guys, I was recently tasked with performing some upkeep and getting some new functionality on a site that was written in Drupal 4.

As I am looking around around, support for Drupal 4 seems to have dwindled down to almost nothing. And googling about upgrading from drupal 4x to 5x gave me little to nothing. Is there a generally accepted way to upgrade between the two? A guide?
