Drupal 4.7.x

I'm looking for some advice on if I should upgrade our existing Drupal system and custom modules, use a new Drupal system with a specific non-custom module that gives us the same functionality, or should I consider not using Drupal at all.

Basically, instead of the expensive user-licensing fees of the nightmarish ERP software used company-wide, we have a user-access controlled intranet site providing reporting and searching capabilities on the SQL Server 2000 DB used by the ERP software (pull only, not push). Drupal was chosen by my predecessors predecessor, installed, and multiple custom modules were created over the last 3.5 years to extend this functionality.

I am using the voting actions module, up/down vote module, user points module for drupal 4.7 and am trying to develop the voting actions module so it doesn't reward the user after its already been promoted to the front page. If the votes hit the sum of #, they get points, if it falls below then comes back up to #, they get points again.

I am trying to figure out how to check if the node was ALREADY promoted. Any help would be appreciated.

I recently changed hosting provider from one.com to drupalvaluehosting.com

I'm having a bit of a nightmare to be honest, one.com was pretty good to begin with, it wasn't untill my site started to get a little more complex that I discovered the PHP memory limit that they have of 32mb. So I searched for another hosting provider and found DrupalValueHosting.com.

I have just transferred my database and files to another server, and now when I log into my admin section I get the user page then all the other pages are access denied and it throughs me out of the admin.

Why could this be?

please some one help, I have looked all over and even tried things i have seen people say but it didn't fix anything
