Drupalish Way to Share Photos of Starscapes

Here are the minimum functions my site should do. I am new to Drupal so I am trying to take it step by step.
So I would like to know the best way of going about getting Drupal to provide a site with the following:

UPLOADS
1. User Uploads a File (jpg, .cr2)
2. User specifies if file is available for public, private or for a
group of buddy's
3. User is given easy way to publicise the link which will allow
general public and other users download the file. URL is mapped into
a shorter format, (in case the user wants to actually write down the
address!) The download URL may be moved to a different server if traffic is high.

DOWNLOADS
1. Check the file request and make sure only anonymous users are not
coming from blocked IPs
2. Make sure request is from a human
3. Make sure request is authorised (if for a group, then detect user
and if necessary make a login screen)
4. If user is authorised then check if the user has enough points to
make download.
5. All downloads are to be counted

SPAM CONTROL
6. Downloads to be expired after set time
7. Downloads to be expired after set number of downloads
8. Check that not too many requests for a file are happening in a time period.

Static HTML/PHP content to Drupal

Hey guys,

I am currently undergoing a huge project now to transfer an online gaming content from static HTML/PHP to Drupal. I was wondering whether it's feasible or remotely possible to develop a script or utilise a Drupal module that does the transfer?

separate database

Basically I'm switching to drupal but I need to keep a separate database for a image gallery. In drupal is there a way in which I can make sql queries to the database outside of the drupal database? Is it just a normal sql query? or do I have to use the database abstraction layer?

Convert newsletter to Drupal

My organization is using Drupal for just about all of our websites, internal and external, and I would like to learn the best process and programs for utilizing Drupal for a weekly or biweekly newsletter.

I currently use Constant Contact to send the newsletter, but have HTML code through another program.

What are my options for using Drupal to send a newsletter? I'm open to recreating the newsletter's design, but would like to know if there are options for uploading my existing code and sending through Drupal.
