jQuery CSS button-classes have no effect if user is anonymous

I have placed some links styled as jQuery buttons on my site. They appear fine when I am logged in on the site, and they appear unstyled when I visit the site as the anonymous user.  AFAIK, all other styling works fine for the anonymous user.

I've verified that the same set of style-sheets are included in the page header , whether the user visiting the page is authenticated or anonymous, including:

<link rel="stylesheet" media="all" href="/core/assets/vendor/jquery.ui/themes/base/button.css?qrk0ru" />

View to show all Roles

Is there a way to create a "view" to show all available roles on the site?

Might be an easy thing, but I am not getting the configurations right..
