Drupal 7 Dev upgrade to full release?

Will the development release of Drupal 7 be able to be updated to the release version once it is out or will that version always be stuck in the development tree?

Currently I use Drupal 6 for my organization and I planned to do an entire redesign with Drupal 7. I would like to start on that project now so that I can release the site when the release of Drupal 7 comes.

Move existing community site to Drupal

I'm sorry but here's another post from a newbie that needs to move an existing site to Drupal.

I partly read the articles about drupal concepts and think that drupal should be able to handle the website i got in mind.
Nevertheless it's always good to hear some opinions from experiences users. So here is what i plan to do:

- In front of the drupal installation there are 2 different domains, so i want two websites on 1 drupal installation (i read about the "domain access" project here)
- These websites have two different user bases

Simply put: I want to learn how to make websites. I've learned the very, very basics of HTML and i'm very interested in moving on. I'm up for learning this the hard way, but i recently had a middle-of-the-night idea which i thought would be fun setting up, to start my webcoding adventure.

Project based site (kinda like sourceforge)

I always get a smile on my face, when someone posts 'can xxx do it'. Yet, this time it's me who needs some advise.

I'm more of a joomla person (please don't shoot me), with which I've have build +10 sites, which is not a lot, granted, but I'm not a pro webdesigner. I always liked the power of joomla, and its extensions are simply impressive. Yet, this time I'm not sure whether Joomla can do the job.

Main features for the site I'm after: a bit like 'sourceforge', when creating a project the users get a forum, file storage system, gallery, chat... In other words: users who register can create a project and by doing so their account is linked to the project which includes some kind of project profile, a basic task manager, message board, a basic file repository, images... So in a sense a 'project management' tool, yet user friendly and quite some features.

Couple of questions:
- would that be hard to install/set up?
- How much would it require to do custom coding?
- will the release of joomla 1.6 change much about the site (permissions...)?
- Would it be hard to e.g. control the permissions on each of those modules. Say a top-down permissions system stating that no template is viewable unless the project leader decides it is...?
- Can a project profile be extended with additional fields (e.g. website link...)?
