Before you start

i am planning a project in Drupal that aims to publish about 30.000 images; every single image is a page, resulting from newspaper scans.
The committent want to zoom in images to read the articles. The best resolution that i reached is 2000 x 3000 pixels; it is a compromise between readability and dimensions. I have to organize the archive in years and issues. Then it could be a good improvement if the registered users could summarize the content of the page, inserting some notes.
So i have to decide:

Does any one knows how I can deactivate the marinelli topbar from sliding up or down.
I will like this to be always opened. I also wish to get rid of the topbarlink. Should I delete this from the marinelli_topregion.js file?

What would the best way in Drupal to create the following:

On the homepage my client wants a postal code search option. People can fill in their postal code and then a certain page must appear.

I have all the lists with postal codes for all the cities.

We do not want to use Google maps.

Who has the solution for me?

At my work we have a couple of big mechanical machines running, which needs regular maintenance. Now all incidents, repairs etc. are recorded by hand, but we would like to start recording this digitally.
