Is Drupal 9 Right for Me?

I am looking to build a web application that has user registration, login, and accounts. I want to build it on top of Drupal 9, as I think I can achieve all of that quite nicely, and I love the fact that Drupal 9 has things like Views, granular permissions, caching, etc. built in.

That said, I would be remiss if I didn't ask if Drupal is still a viable platform for such a thing? I think it is no secret market share has been dropping and lost to other platforms. I just want to ensure it is a good choice and Drupal is a good long term option.

Develop locally with composer, then deploy live?

I'm working on a small project and hitting a few road blocks where modules require composer.
We only have a shard hosting environment - so I can't install composer on the live site.

"Headless Drupal"

I have been using Drupal for 7-8 years now; since the early Drupal 7 days. I've gotten to be... I won't call myself an "Expert", but I've become comfortable, working in the Drupal environment. I have been doing some reading recently, on Static Site Generators, and how to set up Drupal as "Headless". Articles talking about all the technical side of how to configure this and that. But what I'm not understanding, is the "Why" side of it. Why would I want to run Drupal "Headless", and let Gatsby or Hugo or whatever SSG handle the Frontend?

I'm running a few different platforms and we're looking to improve our front end design using CMS. We have the following criteria, please let me know if this platform can offer them or not:

1. The CMS needs to be easy to work with. 

2. It should also support manual HTML sections where we want to add code manually and should allow the webpage be customizable like CSS.

3. It should allow fancy features like JS

4. It needs to support plug-ins.
