Can Drupal create a hierarchal web-site;

Can you tell me if Drupal can help us to manage our community on-line site needs. We are a community umbrella type group which is composed of sub-groups, like;- youth group, seniors, women, men's, badminton, bowls, community watch etc

We are looking for an on-line web-site development tool with the following requirement.

To create a hierarchal web-site tree-like structure with a main top level section (page/node or pages) with over-all site admin rights. Next create a sub-group, that is assign a page/node to each of the above sub groups for their own use only. It is desired that each such sub-group would have their own admin capabilities and distinct login. And that they in turn, could create new pages and assign a section/pages to their group members in a likewise fashion, that is, give similar admin rights to those members to their individual page(s). And these lower level also have their distinct login and admin rights for their own pages. And so on to as many levels as was needed. However, it would be unlikely to have more than just a few levels in the whole tree structure.

All members can view all pages but only each admin be allowed editorial rights to their own pages and descendent pages.

A few other desirable features would be ;-
1. If a main master page could also be inherited so as to encourage a degree of consistent look and feel.

Packaging Html5, CSS3, JavaScript, and Drupal with Eclipse for a mobile application on Android Market.

Hello Drupal community. I am new to Drupal, excited to learn and am wondering if it can be used along with my mobile application.
Right now I am packaging Html5, CSS3, JavaScript, with Eclipse for a mobile application on Android Market. I am wondering if I can package together Drupal also by way of an Eclipse plug-in. For example package Html5, CSS3, JavaScript, and Drupal code all together for upload to android market?

Proposal: a standard API for forums

Inconsistent user interfaces among forum platforms are a constant irritation for me, and I suspect for many others as well. Among the annoyances:

Looking for a) mass media upload b) mass tags changing.

Hi!
I've been looking for a while, but haven't found anything that would suit my needs. I am looking for two modules/solutions:

a) I use Media for uploading and managing files. However it can upload only one file at a time. Anything to enable mass uploads? Plupload doesn't work for me or I don't get it.
b) something to delete and add tags to multiple nodes at once.
