Good IDE for Drupal Web Development

hi guys, i'm a newbie at drupal development.
anyone knows a good IDE (Integrated Development Environment) for drupal? so i can see any drop-down like drupal function in Netbeans

Whats the best forum bridge to use?

I checked out the adv forums for drupal but it is lacking in many ways. I am wondering what is the best bridge to use that is not just a iframe on a webpage. If you have one that is nice to use please post link to it. I would really like better forums then drupals.

Accessibility

Drupal is a highly accessible CMS, but it misses on several key points that need to be addressed. A lively conversation and stern commitment to accessibility needs to be fundamental to Drupal development.

I'm currently building a Multi Site Drupal for the office for equity and diversity at a large university (NDA effective...). I finished an accessibility audit with their accessibility expert today and he had the following to say regarding Drupal Accessibility:

... [T]here are some issues that make its use tedious, and other functions that require a more advanced knowledge of the JAWS screen reader.

Specifically, the issues that we discovered were:

  1. Lack of heading tags for functionality. Every major function should be labeled with an appropriately leveled heading tag to ensure that screen reader users can easily navigate to useful fields. (An example of where Drupal fails on this is the in URL aliasing)
  2. Some buttons to not respond appropriately to Enter or Space keys. I'm looking at you "Upload" button for files and images in content editing pages.

Decline of Drupal?

I tried looking up Drupal and this is what I've found:

I notice there has been a decline in the last couple of years of interest in Drupal via google, which I thought was very interesting.

Which CMS/web-framework to use for University Student Network

We are developing an open student network for our university. Essentially, It'll be a wiki with many more functionalities, e.g. forums, hierarchy in user roles, university map, opinions on courses etc. We are considering three options:

  • MediaWiki (or any other wiki CMS)
  • Drupal
  • Python based (Django based, Plone)
