No Search Block in Drupal 7

I have checked all of my themes and I don't have a search block in Drupal 7. I am using the latest revision (dev) version. I have been upgrading the core since it came out, so I am guessing this was a glitch that was fixed, but wasn't fixed for me as I upgraded for some reason.

Before I begin - i'd like to know if Drupal can do what I need

I've been studying and reading, however I can't get a straight answer. Here's my dilemma:
I've been tasked to create a website with CMS (easy) so that the receptionist can edit/add content.
Now the difficult part. The data which is added, needs to be 'searched' by city and/or state and/or resort (it's a simple timeshare resort site).
Can Drupal do this?

I'm looking for advice, best practices etc. for a setup with multiple sites that I will try to describe here.

First: how it looks now. I am the webmaster of some 7 sites, that have all come into live in an independent way, and they are all produced with different means. One of them is drupal(gardens), one is written in html/css, one is made with iWeb for the Mac. What they have in common is that they are all about music, mostly centered around one city, and that I am involved with all of them, sometimes as a musician, sometimes as a concert organiser, ... The other sites are either from groups (for instance an orchestra) I work for, from concert organisations I work for (and that programm my groups or me), or from friends who are also involved in one or more of these projects/organisations/groups etc.

To make this more concrete:
I have my personal website: www.tomdeneckere.be

I have a website for my music production company: www.firstact.be
I also run the site for an umbrella organisation www.muziekarchipel.be, which 'umbrellas' some music organisations and music groups and individual musicians in Aalst, my home town.
This organisation is best known for a festival it organizes, and for which they have another site: www.mazzic.be

PHP 5.2.x support ends - Thoughts

Recently it was come in focus on http://www.php.net that "The PHP development team would like to announce the immediate availability of PHP 5.2.16. This release marks the end of support for PHP 5.2. All users of PHP 5.2 are encouraged to upgrade to PHP 5.3."

Most of the major hosting providers are still using 5.2.xx versions. Are we really ready to welcome this?

How to Tag Forum Posts

How do you tag forum posts? It seems like Taxonomy is the way to tag content in drupal is the taxonomy, but that is how you create forums. So I am a little confused on how to tag content on forums.

Programmatically add taxonomy terms with a term reference field in Drupal 7

I'm trying to use a php script to add terms to one vocabulary that has a term reference field linking to another. I'm using taxonomy_term_save, and don't have any problem with regular text fields or bools:
