I have a problem after uploading the files of my site on server OVH (France).
After installed Drupal 6.20 and uploaded files, the URL works for the homepage (Entry) but when I try to go to the site (v1), I have this message:

The site is currently not available due to technical problems. Please try again later. Thank you for your understanding.
One of my sites - running D6, perfectly up to date - has been facing some sort of an attack for the last few days.
Logfile has thousands and thousands of requests exactly like this one,
[28/Feb/2014:04:11:39 -0800] "POST / HTTP/1.1" 200 15195 "-" "Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.1; SV1)"
apparently coming from thousands of different IPs from all over the world.
The site looks normal, I'm the only user (administrator) and total size hasn't changed from the latest backups.
I want to do something (run a php code) when user account changed from blocked to active by admin or when admin change the user rule, what hook should I use?
I recently moved on to a Dreamhost dedicated server and have noticed that it just does not work as well as it should. Feeds imports timeout, form submissions are slow. MySQL seems laggy in general and seems to be the cause. Does anyone here have any experience with this? Is there someone I can pay to optimize my server to work with Drupal? I have both 6 and 7 sites on this server, but 7 mainly.
Edit: I wanted to add that I have a server with 16GB RAM / 1TB hd, their top tier dedicated server.
