I am trying to install Drupal 4.6.5 using Linux, Apache2, MySQL, and PHP. I am able to see part of the main page but am getting a "Page not found" message where the content should be. Take a look at: http://oslib.law.du.edu/

and although everything seems ok in sites/default/settings.php
it still writes about this 'count' error.
What should I do?

You don't have permission to access the requested directory. There is either no index document or the directory is read-protected.

I followed all the installation steps. I didn't touch httpd.conf or .htaccess. I just added an httpd.conf.local file with this in it:
