Installing Drupal

New to Drupal. . .
Drupal 8.2.3, MySQL 5.5 (64 bit), PHP 5.6.28 (64 bit), Apache 2.4.23 (64 bit), Windows 7 (64 bit)
During install of Drupal 8.2.3, between Set up database and Install site, the following error appears:

I recently installed Drupal 8.2.3 on my local host, but I'm not sure if it's working as I'm not sure how to access the Drupal dashboard. I created a database, then installed Drupal in the htaccess folder.

When I go to http://localhost/drupal-8.2.3/, I get "Page not found."

It tells me that I've installed Drupal, but when I click on "Existing Site" link I get various error messages related to lines of PHP code.

Did I install it incorrectly, or am I just trying to access dashboard in wrong way?

When I finally managed to install Drupal, the Home tab opened ad the content didn't load properly. It can current looks like the html document (as seen below) please help!

I have just spun up a localhost WAMP drupal 8.2.3 instance and have come across an issue. It seems as though the install module button is missing from the Extend page. I have already checked permissions and that the update manager is enabled. This did fix the issue for the installation of new themes but not the extending modules.

I can force the page by qualifying it in the url drupal-8.2.3/admin/modules/install

can anyone help me please

Please let me know if you know how to solve the issue below. I have reverted back to previous versions (daily and weekly) and still having a problem. Bluehost is the host and they are unable to help me figure out the issue.
