I tried to configure the user page tabs with some restriction.
Then i refreshed Administration page it shows error.

This is not an issue with Quiz, the function you posted belongs to the display suite module: https://www.drupal.org/project/ds
However I don't think it's an issue with that module - it appears your Drupal site is broken.
This is likely related to your other issue #2923618: PDOException: SQLSTATE[HY000] [1045] Access denied for user 'root'@'localhost' where you did not have a database connection.
I would suggest reinstalling Drupal and your modules to make sure everything is installed correctly.
