
We are actively working on Persistent URL in D10 now and have been through D8 and D9.
We had briefly used our fork https://github.com/openscholar/purl-d8 but were able to get our changes back into the freelock https://github.com/freelock/purl-d8 repo and we continue to open PR's there. Others like https://github.com/ethosce/purl-d8 have forked our repo and are making good changes but lack the unified place to contribute.
We are committed to working to maintain purl since our business depends on it and want to unify the many small forks and assure compatibility with the group_purl module. On which we are already maintainers.
We make use of both the domain and path prefixes profited by purl as well as group activation. We commit to maintaining only D10 going forward and while we have loved the 7.x branch no longer will provide updates there.

I will post that branch when approved or if it lingers more than a week further will find a way to get it to you if that works for your timeline. right now there are several patches applied off of an updated freelock branch so would be cleaner if I can get things consolidated.
