Kint library (PHP) [#2191293]

Please add Kint to the packaging whitelist. It will be used by the devel project, as a replacement for Krumo which is no longer maintained. See #2034919: Kint debug tool for Drupal

License looks good, and no releases of project don't include the MIT license. Justification good in my mind for inclusion.

The only issue I saw was that the MIT license was only added 6 months ago. Technically devs could grab a version of the project that wasn't MIT with these regex's, but unlike Bootstrap it seems very unlikely anyone would do that.
