When new JavaScript plugins were added the changelog was not always updated to reflect them. The attached patch adds them.

Changes:

- Remove any text that's essentially marketing.
- Fix capitalisation.
- Group all the updated libraries together first.
- Then the new ones.
- Finally the one removed at bottom (and explain what it is)

  • (correct) jQuery 2.1.4
  • (correct) jQuery Form 3.51.0
  • (correct) jQuery UI 1.11.4
  • (correct) HTML5 Shiv 3.7.3
  • (correct) jQuery Cookie 1.4.1
  • (correct) jQuery Joyride 2.1.0
  • (wrong!!!) jQuery Once 2.0.2 (actually: jQuery Once v2.1.1)
  • (correct) jQuery UI Touch Punch 0.2.3

So the patch is wrong. Please fix the patch with changing:
jQuery Once 2.0.2 to jQuery Once v2.1.1.

Also tested the 8.4.0-dev branch and there is nothing about jQuery 3.2.1 for instance. So also add information about those change there I would say.

8.3.0-dev seems to be fine.
