I have noticed that when installing a new D8 site, Seven is the default admin theme.
The "Install New Module" button is not available right away.
- Enable Update Manager >> Core
- Go to "admin/appearance" to select Seven as admin theme.
- Clear cache, and revisit the page.
The Install button now appears. Hope this helps someone!

i did a fresh install of drupal 8.8.2 which has seven as the default admin theme.
going to /admin/appearance
the + install new theme button was missing.
I switched the theme to Bartik as a test and could see the button as expected. switched back to seven and again was not able to see the button.
after i cleared the cache, the button showed up as expected.

I un-installed the update manager and re-installed it. At that point, the "install themes" button (under Appearance) was present, but "install modules" was not. Rebuilding the cache at this point made the "install modules" button appear.

noogoom CreditAttribution: noogoom commentedhad the same issue and I found an answer on stackexchange where a user implied that the feature had been moved from Appearance to Reports > Available Updates > + Install new module or theme. For my part, I had to additionally install the Update Manager under Extensions > Core > Update Manager.
Maybe this works for you.

I just spent 2 hours after installing drupal 9 trying to figure out how to install a module from URL via the UI.
Even went so far as to install drupal 8 to see if it's an issue with version 9...
Re-affirming themes and changing cache did the trick...
