Problem/Motivation
The change record for #1852454: Restrict module and theme name lengths to 50 characters references a couple techniques for upgrading modules from D7 to D8 if their names are longer than 50 characters:

Proposed resolution
Update the change record to explain how modules that need to be renamed should provide migrations.

xjmAsked Moshe if there's anything in particular these modules would need to do other than renaming the D8 versions to do the migrations, and he said no. So that's easier.

Today I finally spent some time reading the CR and the original issue to figure out what needs to be changed. I didn't find anything in my skim of the issue that identifies what actions on must take when renaming a module that has a long name or why the CR is incorrect.
Can anyone explain in detail what is incorrect in the CR?
