Problem/Motivation
When clicking edit, to edit the issue summary, I want to edit the issue summary, not add a comment.
It will lead to people starting to type there (in the comment text area) and then having to move their words, or else they actually submit it.
Confusing.
Proposed resolution
Dont put a comment field edit thing on the edit issue page.

tvn CreditAttribution: tvn commentedComment field was moved up there based on the feedback we received from webchick and others in Prague. I believe their motivation was to ensure people actually notice the field and use it, and to make it easier for cases when you just want to edit issue metadata. We can consider moving the field somewhere else post-launch.

oh, on the issue summary edit page,
comment functions like revision log.
how about
a) moving under (where I think people usually put revision log)
b) make it required
c) change the label to: revision comment
d) add help text: shows as a comment on the issue page
a, b, c, d are not dependent on each other, pick and choose any combination.

Perhaps a fix would be to add some description text to the comment field, to explain what it's for?

mgiffordWith the changes in the Comment/Update form with the issue queue, I'm assuming that we can close this now.
I do think the comments as it is now, should be above the issue edit form.
