add text/dialog to top of content type creation form

Hello All,

I was wondering if it's possible to add some explanatory text to the top of my content type creation form.

I'm using modr8 module to hold the content for moderation after it's been submitted, and it shows a small dialog explaining that your content won't be viewable until approved. See this screenshot: http://www.shocktheplanet.com/drupal_content_type_text.png

How can I make something similar to show?
