[META] Showcase Drupal's Multilingual Capabilities by implementing Umami in a 2nd language (Spanish)

Problem/Motivation

We are planning to showcase Drupal's multilingual capabilities by adding Spanish translations to the Umami demo.
This meta issue is to list all the tasks required to implement this.
Note this process is already under way at the time of writing, and the list of tasks is likely to evolve as we go.

Proposed resolution
