When two buttons have different english values but share the same translation string we can't use form validation properly.

This was a bugsmash triage target a few days ago. Both lendude and I commented that we think this is a duplicate of another issue about conflict when button has the same string. I searched on two separate occasions and wasn't able to find it.

If you choose to work on this take a moment to look for a duplicate.
