Installation of simpletest patch on windows installation

I am trying to install simpletest patch. I have read most of the documentation. I do not understand what to do.

Where do I put it?
I have put it under htdocs and under the site directory under htdocs. Neither seems to work.

What command do I run? I can not find the right command to run. I have downloaded patch.exe, made .bat file trying to follow the insrutions in the posts. Nothing works.

Where do I put the patch and what command do I run?

Any help would be appreciated.

I have Drupal 6.20 under Windows 7.
