I don't mind which version of Drupal we work with either 4.7 or 5 (although would be better).

If you have seen Wordpress.com you will get an idea of what is needed except it needs a bit more refinement.

The process is that I set-up a wildlife group. I come to the site and register my site with the parent organisation. On registration, a default Drupal install is made and I receive an admin user and password. I can then go and administer my group. However, the admin side of things is little more than adding user and giving them pre-defined roles. Choosing a theme.

* experience with CSV and/or SVN

I have at least 20 hours' work a week, negotiable up or down to whatever suits your preference, for around two to three months. The project is already underway, and you'll be working alongside some great people.
