Need Nested Primary Links

Hello Drupal Experts-

I posted a forum topic in the theme support forums and I didn't quite get what I needed so I am posting the same topic here in hopes that a little $$$ will motivate someone to help me out. You can view the orginal post here. The following is an outline of what I need starting with the desired xhtml output followed by an explanation:

This is my desired xhtml for my primary-links:

these things are over my head but probably simple for a pro

I launched my site yesterday and I will pay $110/hour for the right skill set person to get these things fixed. I can afford it now as long as it only takes 2-3 hours..Thanks to Drupal, this great community and lots of sweat the site is very powerful. It just needs these pro tweaks. I am not a pro.

Site description: members.culturejewelry.com
Drupal 5 and SQL database hosted at Siteground
THeme: Glossyblue
SSL certificate applied to the entire site (mostly because I don't know how to just apply it to the sensitive areas only)
amember script for gluing drupal to 1shoppingcart for paid subscriptions.

IE issues:
1)customers are reporting these error message using IE:

a.There is a problem with this website's security certificate.
The security certificate presented by this website was issued for a different website's address.

b.There are some secure and insecure items, do you want to display this page

2)Glossyblue theme:

a. in IE is doing some strange things with text and images in nodes. In firefox this is fine but in IE node
images are overlaping the top line of text right below the image.

b.In forums now that there are some posts, the right side bar menu drops down to start at the bottom
of the page. The right side bar menu floats all by itself.

$50.00 Bounty- have users purchase with userpoints to be "featured" for a time,

I am using drupal 5.1 install created with fantastico, runing on a *nix host.

What I would like to have happen is that users earn "user points" for contributing to the site. They can spend the points (as one option) to have their post "featured" on the front page.

I would like their content (the individual story chosen) to be able to be automatically promoted as a "featured item", then demoted automatically. (either after a set time, or as a result of another user spending more points....by definition there would need to be some limitations on how many posts can be "featured".

I have tried with using ACTIONS module and WORKFLOW which can easily put all posts of a certain type to be promoted and locked, but these two modules cannot make any decision to only promote some posts.

I have the following modules installed.

E-commerce
Actions
Legal
Poormanschron
TinyMCE
Token
Legal
Views
Fivestar
Voting api
Workflow

Here is the info from status report if this matters.

Drupal 5.1
File system Writable (public download method)
GD library bundled (2.0.28 compatible)
MySQL database 4.1.21
PHP 5.2.1
Unicode library PHP Mbstring Extension
Web server Apache/1.3.37 (Unix) mod_python/2.7.11 Python/2.4.3 mod_jk/1.2.14 PHP/5.2.1 mod_auth_passthrough/1.8 mod_log_bytes/1.2 mod_bwlimited/1.4 FrontPage/5.0.2.2635.SR1.2 mod_ssl/2.8.28 OpenSSL/0.9.7a

migrate databases within same domain.

I have been days at this and now willing just to pay someone as I need this problem resolved and have become desperate at this point.

I have cpanel with phpmyadmin.

I need the database from phpnuke 6.5, transferred over to my Drupal 5.1.
I need the gallery2 database also in the nukes db transferred to another clean install.

If you can do this please get in touch with me and let me know how much. I also have icq, messenger and yahoo.
