Paid Drupal services

This issue has been a headache for many Drupal users for so long period of time and has been discussed in many different threads. The most useful of them being, probably, this one http://drupal.org/node/6162 However, I tried every suggested in that thread way, unfortunately I could not solve this problem. I have a Drupal forum on my site with long lists of comments.

I'm developing a drupal site for a non-profit org from which I'm a member and doing pretty well so far.

I encounter some trouble now with http upoad to the site.
I need a technician who can solve this for me.

Synopsis of the problem:
File upload is used on the site to attach a file to a node and also to upload a file within a node by using the cck fiel-field.

This worked before, but suddenly it stopped.
After updating some modules (there was a View 1.5 - CCK 1.5 conflict) it worked again. But now it stopped again.

I am searching for a CMS to build a site similar to www.fhm.com. I was told that drupal is very powerful. Can someone please let me know if drupal has (or someone can build) the features that fhm.com has and how much it would cost. Also what are the average prices of design integration (I provide the design and it is integrated with drupal)
