Theme development

Hi Guys n Gals,

Im building a site which has members who all work for universities.

What I want to achieve is this:

A reusable template/content type that produces a University overview page which along with a picture of the university also dynamicly shows mini staff profiles of any site user who is affiliated to that university. The solution must be easy for a non techy admin to be able create new university profiles.

What I am confused about:

I have a Bartik subtheme that I have created. On it I have a slideshow that I have placed on my front page as a block. It is titled "Event Pics". I want to move this title further down the page and a little to the left. And I want to only alter this block. Not all blocks. But I am having trouble figuring out the CSS.
I am unsure what class I need to refer to. When I inspect the elements it shows:

I am developing a subtheme of the Bartik theme in Drupal 7.x. I modified the template.php file to remove the subject line and the name field from the comment form on articles. However, now I am left with both "Add new comment" and "comment" at the bottom of the form. This is obviously redundant.
I want to remove the "comment" that is present on the form. But for some reason I am having trouble doing this. Anyone have any clue what the code would be?

I'm developing a custom theme and for my taste the search block form just has way to many classes and an extra div that I don't need or want in there.

Has anyone attempted to get skelJS working in drupal?
I can't find any documentation about implementation anywhere. It's a ghost town out there when it comes to skelJS and drupal.
I'd appreciate a few pointers for starters.
