Theme development

I am using Ubercart for my shopping cart and have run into a problem setting up the taxes. I am in California and need to have items that ship to an address in the business zip code charged one tax rate and orders in all other California locations taxed at a different rate. I know that with Ubercart you can add conditions that will look at the shipping address and charge the correct tax rate. When I create the tax rates and click on +Add condition I get to the "Select the condition to add" screen. Data comparison is the default and also what I need.

Please tell me, is invoked the hook? hook_preprocess_form_content().

I am really intrested in creating my subtheme from bootstap, i have used the subtheming documentation.
I am using Method 2: Bootstrap CDN.
When i lessc style.less the file is compiled, but when i lessc style.less > style.css i get a permission denied error even when i use sudo to compile the style.less file.
I have tried to add www-data ownership to the subtheme file but i still get the error.
May i get some help please. Am using version 7.x-3.0
