Can a role be set up to access a certain blog?

I would like to know if its possible to assign access rights for a
particular blog/blogpost to a particular user or role.

I'm interested in using Drupal such that a user can decide if his/her
blog should be public/private.

Can this be done? Or is it under development of any kind? so far from
all that i have explored, i dont seem to find a solution.

How do I add tabs for navigation?

I like how on drupal.org, there is a row of tabs for navigation: Support, Downloads, Handbook, Contribute, Forums & Contact. I would like to do something similar...

Is there a step by step description on how to do this? Or can someone point me to the relevant section in the handbook?

Can anyone tell me which module generates the above code. I have looked but, so far haven't found it. My reason for asking is I don't what the "next page" links on my sites index page. For category pages that link is okay but, it would be nice if we could chnage the anchor text.

Story title is truncated in multi-byte language.

I tried to use Thai language (which requires many bytes per character as per Unicode requirement) in titles of stories and forum topics and found out that they were always truncated to approximately 40 characters only. Is there any way to solve this problem? Thank you very much.

Calendar does not highlight current date correctly

I set default timezone for my drupal site to GMT+7 (Bangkok time). However, the archive calendar doesn't seem to highlight the current date correctly, it sometimes highlights the day before. I guess it's because my server is located in the US, so the server's time is several hours behind me, but I may be wrong. Could anyone help me? Thanks in advance.
