How do I Update a file with a patch

hello, I am a newbie to most of this and I am NOT a programmer. I do have a basic question, and yes I have searched the forums for my answer and I still have not solved the issue. I found a patch to the user.module

Now I have read so much as to how to update the user.module and nothing is working for me. What is the simplest way to do this or is there not one? I downloaded a few things such as GYGWIN, Patch 2.5.9.6, and tortoise. I am pulling my hair out.

comments on forums

I just turned on the forums module for the first time ever(in over a year) and found that i need to use comments

Now the probs is this when i turn on comments I get a add comment at other locations on my site (not what i am looking for) what can i do to disable comment on storied and just have them available for forums

are there any link here that should how to set up moderated comments

Giving each user their own "space"?

I'm in a school system and would like to be able to have teachers use books as their "site" within our site, in much the same way as in a traditional, static-file-based web site, each user has a home directory over which they and only they have complete control.

Is there any way to assign ownership of a book to a single user in such a way that that user is the only one who can add child pages, and thus own the resulting hierarchy from the top page "down"?

Vocabulary edit/delete control per user...

Hi,

I'm looking to combine certain features of taxonomy_access and tac_lite...

I want to restrict the editorial team of my site to only be able to edit/delete within their particular sections. I could use taxonomy_access and create a role for each section, but this seems a bit clumsy. Is there a way to use the 'per-user' feature of tac_lite for controlling administration access?

Creating hierarchial categories? Disabled forums module and other issues

Hello.
i am SERIOUSLY confused here. This is my first day using Drupal so please bear with me.
Here is my situation.

My site www.cityhistories.net will be about histories from all the cities all over the world.
So there will need to be lets say 5 contients - under it 10 regions - under it 400 countries - under each country 20/20 towns.
Now how do i create such hierarchial categories in Drupal?
