Everything is accessible to everyone after upgrade

I just upgraded from D 5.17 to D 6.7.

And after a step-by-step upgrade, I see that everything is accessible to everyone!!!! It's funny I know, but I can't even laugh.

Can't figure out what went wrong. Only possible suspect was Content Acess module which I disabled and even uninstalled BEFORE the upgrade. No, I just can't seem to set it straight.

Fatal error: Call to undefined function user_access() in /var/www/drupal-6.10/includes/menu.inc on line 449

I'm getting this error message while trying to transfer a Drupal site from 6.9 to a site running 6.10.
I have gone through all the steps such as importing the MySQL database and setting the database permissions.

The message displays when I browse to my site (example.com).

The only hits that come up for this message on Google are in Russian.

Upgrading from (corrupted) 5.5 to (fresh) 6.11

Heya, I have a site that's been running Drupal 5.5 for a couple of years now. For the most part the site displays and operates normally, but anyone who's logged in is greeted with various errors along these lines:

Can't add modules after upgrading to 6.11

I've upgraded to 6.11 and now when I try to add new modules the site goes away to a white screen. I am a php novice at best and the only other change I can think of is that I had to add:

ini_set('mbstring.http_input', 'pass');
ini_set('mbstring.http_output', 'pass');

to settings.php in order to alleviate the mbstring error I was getting when I ran update.php.

Is this the issue? Is there some other bug in 6.11 that prevents the addition of new modules unless I do ____????
