I did back up everything so worst case I can work backwards.
Trying to get to my site brings up:

... and then a bunch of modify header errors related to the bootstrap file.
When I try going to /update.php I get a blank screen
Yesterday I was running 6.13. I updated our Site Offline message and then proceeded to upgrade to 6.14. During my upgrade I did not retain the settings.php file. I have just made a copy of it using default.settings.php.
I now see the Site Offline message but the text seems to be standard/default/out-of-the-box type text.
Where is my custom Sit Offline text stored? I was expecting to see my custom offline message once I corrected the missing settings.php file.
My site seems to be stuck in an offline mode for some reason. There is no error printed, just the default text:
