Upgrading Drupal

I have a legacy D7 site I'm maintaining as an archive.

I tried to apply the core update from today, 7.83, and on running the database update afterwards I get this error:

I successfully upgraded from 9.2.9 to 9.2.10 via composer, updated db and cache with drush but drupal is still saying it's at 9.2.9.

These are the commands I executed:

composer update drupal/*

Output stated it was updating two items. Finished without any errors

drush updatedb

Stated no pending updates

drush cache:rebuild

Rebuilt cache successfully

Executing 'composer update drupal/*' again states the following:

What are the composer commands for BETA versions ?

I am new to using composer and since it has been around a while, I find outdated commands that are documented but not finding what is listed as available in reports for updating 9.2.10 to 9.3.0-beta3 (2021-Nov-24).

There is an option to download but I seem to begin to understand there are composer ways to do maintaining Drupal that replace Download and extend (install) steps.
