Error while trying to upgrade 8.9.9 to 9.4.5

Cant start update.php or openI get this Error what could be the reason?

I did the manual update method changed .htaccess and settings.php (hopefully correctly) added my old php.ini to main folder and tried starting update.php but I get the error and the same when trying to open the site.

Basically I think its a problem with the ctools module but how do i fix this? Just download the latest ctools module and replace the folder via ftp?

Upgrading site from 8.9.20 to 9.4.5

Everything went well until running the update.php and it got stuck after 2 updates error given is The update process was aborted prematurely while running update # in ckeditor_post_update_omit_settings_for_disabled_plugins.module.

The site still works but obviously is not updated properly, this is a test site. I think the only site I use CKeditor on. I can't disable it and I can't access those text formats that use CKeditor.

This site is a legacy site, not using composer or drush.

Migrate-upgrade leaves site in corrupted state

Ran migrate_upgrade to convert D7 site to D9. Lots of errors, which I have posted to the module owner. Disappointed that this process has been so difficult and time-consuming. Understand the need to update architectures, but perhaps in the future more attention needs to be given to making the migration paths more robust.

In the meantime, my site now only reports the following when attempting to access:

Is there a standard about when to upgrade?

I have Drupal 9 uncustomized core with Composer and Drush, and just one contrib module (Gutenberg).

I can always do:

composer update
drush updatedb
drush cache:rebuild

But my question is, is there a standard about when to upgrade? About when to run the upgrade commands? For example, in my case, would the standard say once a week or once a month? Perhaps using a cron job is also standard?

I am attempting to migrate a site and it is functioning correctly until I attempt to login as administrator.

I am trying to recover a backup that I created by Backup and Restore in Nov 2020 (I have more recent backups but one also failed restore)

I set $update_free_access = TRUE; but when it attempt to update I get this message:

The following module is missing from the file system: choices.

I can't find any documentation about a choices module.

What is causing this error?

Drupal 7 problem editing pages - get overlay that blocks edit

I am attempting to migrate a site to a test site, and it is working except when I am administering  but when I attempt to edit a page the page gets an overlay which prevents me from editing.

I am using ckeditor although I have disabled it and it made no difference.

I have cleared caches and tried a different browser.

Any suggestions to what I have done wrong will be appreciated.
