Upgrading Drupal

I have a site on a production server. I have a very important content in DB and lot of attached files on the production server.

I was add several modules on a development server. All work nice. Is there any possibility upload this modules from the development server to the production server without re-configuring them there?

By some reason I can't use a module Features.

I have few questions regarding improving me drupal site. I would be greatful if you could help.

I want to do 2 things.

Firstly i want to add to the right column a place where i can write information with link. Something like it here with WP: http://imageshack.us/f/805/49581429.jpg/ (i mark it by red line)

Which module should i install? Could you give me a FAQ or step by step how should i do it?

as my name suggest I'm a total newbie when it comes to drupal.

I can't get Drupal to recognize I have updated the DEVEL module. Get memory error when I clear cache.

I maintain a site for my school (http://3lyk-florin.flo.sch.gr) and i have recently come up with this distress. While updating (as done before many times with other drupal sites with no problems) to the 6.22 core release i ran the update.php script and i got this error:

I did the upgrade from 6.22 to 7.8. Now the appearance and modules are not in the admin menu and when I bypass it by going to admin/appearance or admin/modules, I get access denied. I am logged in and I have admin priviledges.
