Postgres Database connectivty

Hi All

Trying to install drupal-8.7.7 on a centos7.x server with external PostgreSQL . 

Using the browser UI to install drupal and on the "Database configuration" page.

With providing all credentials and database info on the Drupal UI, the page is throwing following error

SQLSTATE[08006] [7] could not connect to server: Permission denied Is the server running on host 'x.x.x.x' and accepting TCP/IP connections on port 5432?.

Did  following test to make sure postgres DB is accessible

The City of Reykjavík has over 9000 employees in different public sectors like schools, kindergartens and public government institutions. The old intranet was hardly used by employees as it didn't have many of the functionalities the users expected from such a platform. Also the design and the user experience felt dated and uncomfortable.

Employees started using Facebook groups and other social media platforms to stay in touch with each other and to organise events. Therefore a new platform was needed which had all the required features.

How to add Google Fonts locally with Bootstrap SASS ?

I have a Drupal 8 site and Bootstrap 3 theme (SASS)

I use the following Bootswatch theme on my site :

https://bootswatch.com/3/flatly/_bootswatch.scss

There are these 2 lines in the file :

    $web-font-path: "https://fonts.googleapis.com/css?family=Lato:400,700,400italic" !default;
    @import url($web-font-path);

I used this site to download the corresponding Google Fonts archive :
