Drupal settings is not being set when user field data contains special characters

Drupal settings is not being set when drupal user field data contains special characters like diacritical marks/accents. I am not getting any errors in the the debugger. Only error that occurs is in drupalSettingsLoader.js which shows the setting element as empty...  Any advice?

New here, but I've taken over site management for a D8.5.15 site running on PHP 5.5.38.

Is there a guide to upgrading, or do I need to be at least PHP 7+ to upgrade further?

How do I send Drupal Logs to apache logs or Docker stdout

Drupal uses /Drupal:logger() to send custom log messages to the database. Instead of sending to the database how do I send logs directly to apache or if I am running drupal in a docker container how do I send those logs to the docker container stdout.
