Drupal 8.x

Hi everyone!

For a long time I was thinking to start with Drupal and now I have finally made up my mind. My idea is to create a CMS which integrates a forum , a blog and a android app based on the forum.

How to work REST & SOAP API in drupal 7 & drupal 8?

I am new to web development and Drupal, but I am a retired software developer trying to learn HTML, PHP, and Drupal.

I installed a very basic website, http://altoplace.com, using Drupal 8. I did not have any issues with installing it and it seems to be working fine.
However, I have noticed one small issue, which I have tried to search for and Google with no luck.

In drupal 7 you could make a new directory in sites called /all/libraries, to put in your library folders.

Is this still the same in 8?
Where do i put my jquery/js files?
Do I still need the Libraries API module?

Sorry for these newbie questions, but i'm a little stuck atm.

How can I use a CSS file for styling the Stark 8.0.1(core) theme?

The installer isn't recognizing postgresql, only mysql and similar dbs. Postgresql is running and already has a db and user set up for drupal.

What am I missing?
