Search Engine for decoupled data

Is there any way to create a search engine and view for the data which is not stored in the drupal database ?

A Drupal 8 Upgrade for MIT’s Poverty Action Lab

In 2019, J-PAL decided to upgrade their website from Drupal 7 to Drupal 8 to prepare for Drupal 7’s end-of-life and take advantage of the flexibility and scalability offered by Drupal 8. Since this migration required rebuilding the website using an object-oriented programming paradigm, J-PAL also used the upgrade as an opportunity to incorporate new features and re-design many website components and content types for improved accessibility and consistency.

Their online offerings had been in use for the past 5 years and were due for a facelift. In addition to the dire need for a visual update, their previous system was built on an obsolete platform which was not utilising all the features available to them via their worldwide infrastructure managed from their headquarters in Paris. Finally, they had no control over the content they were making available on their mobile apps.
