Before you start

Hey all,

I'm looking for a CMS for a VIDEO BLOG website, where USERS (after SHORT & EASY registration) can publish LINKS (to the videos) with some optional text ( They HAVE TO submit a VIDEO link - youtube/vimo ).

On submitting they will have the options to add TAGs/multiple-cat's , and other users can search for those tags and find all videos related.

Also every user will have a small C-Panel where they can edit/delete/submit there videos.

I have spent several hours reading everything I can about Drupal and am ready to install a learning version in a hidden corner of my site.

What I have not figured out yet is if I will be able to create a theme that works sort of like my existing site. The design does not conform to what seems to be the standard today but I do not want to loose the look and feel. Here is the URL

I am making a store an want to use the drupal e-store-do I need anything else? Can I make a whole community around store or does the community come first?
I love this idea and am not very techy so need this explained in steps LOL..

I am woundering if Drupal has the ability to do the following and if so what would be the best modules to use to achieve this.

I want to be able to create a website where users can register an account and add there "car" to a catalog list for example:

Bob registers on the website and then he is greeted with his profile which contains a list of the cars he has added to the website, he can edit, delete and add new cars!

is it possible to have a master page that changes some selected pages when you update the master page?
is it possible to do this with drupal or some other tools out there?

for example lets say i have a large website with tons of content and i want to change the look or add some buttons to the navigation bar at the top but i dont want to go into the source and manually put in the code for each individual page. is it possible to make changes to a master page that would would make certain/selected pages on the site look like the master page?

I have been commissioned to build a site for a local town for emergency notifications.
I plan on using Drupal 7x for this project.

Scope of project:

In case of an emergency, the town wants the site to display a message notifying people of the
specific emergency (fire, flood, etc.)

They also people to log-in and input their address and info so they know where all the residents live.

During an emergency, they want a map to display where the emergency is and display in a different color.
