Dear Developers who pushed for and sucessfully mangled a great platform with modern trends,
I've been using Drupal since Drupal 6 was new. That's 2001 for those who don't remember or never used it.
It made my life as a freelance developer running my own business very productive. I got a lot done for a lot of very happy clients. The modularity and abstraction of ideas and how things relate were one facet of it that just made it like nothing else.
I'm kind of at a loss as to why Drupal 9 would be released without the new default theme in place. Is this just more of the "visual is the least important thing" attitude? I would think a little eye candy would help the new release seem more like a new release and maybe even generate some market interest? With all the other complicated stuff going on backside, why is it so hard to get a new up-to-date default theme in place?
The Bootstrap theme, based on Bootstrap 3 has at least 173,000 sites using the theme. Bootstrap 4 was released in August 2015, almost five years ago, but Barrio has only 17,000 installs.
Any thoughts as to why everyone has been so slow to adopt?

I'm looking since days for something that sounds easy, but I can't find anything to solve it.
I would like to have a staged form that ask the visitors for their interests or what kind of project you want to do, how much budget do you need 1000 or 5000 or more ... how far would you be willing to go. and based on these answers, the results page should be created with suggestions.
What do you think? it cannot be as specific as facets are, needs more relevance.
