Drupal 7.x

Ok confusing Drupal Moment.

I am using the Simplecorp Bootstrap subtheme for my Drupal 7. 59 site and I created a new Panel Page landing page for my drupal site. However, when I log out of my Drupal site my CSS appears differently and the website css "breaks" and looks significantly different from what I designed.  When I log in the css again looks perfect. I have no idea what's happening.  There appears to be some sort of permissions problem for my css, but I have no idea how to solve it.

I used drush to clear the cache.

Inside drupal I flushed cache.

When I check the "Recent log messages" I see that people try to get  into my website running php, try to login as Admin etc etc. 

So then I use the "IP address blocking" function and ban their IP-addresses. But they all the time come back with new IP-addresses. I recognize them by that they use the same "pattern" of functions to break in. 

My query works fine with MySql, but with PostgreSQL causes an error " PDOException: SQLSTATE[42703]: Undefined column: 7 ERROR: column "cnt" does not exist"

There's a Text format box under comments, are you able to remove this box? Also in the box it has, Web page addresses and e-mail addresses turn into links automatically., Lines and paragraphs break automatically., and More information about text formats.

Currently using Drupal 7, is there a way to have a private blog for each individual user for only they are able to view? Currently, there's a do not post to the front page option, but if you type your website slash blog, a list of all users blogs shows up. Also, is there a way to change the name blog site-wide to something else?

I want to sell my digital products (PDFs, PPSX files or zip files) on drupal 7. I want to learn a good, trustworthy payment method which can be used in drupal commerce to sell digital products. I've already downloaded commerce file to sell my items. I'm not sure how to control the gateway to the paid file. When the user buys the digtal product, then he should be allowed to access to the file. What's the suitable payment way for this task?
