Contributing to Drupal - Novice issues

I saw the Novice Issues queue and I am keen to get started contributing to the community ( after being inpsired to do so by Angie/webchick in Vancouver last week). I have been writing modules, and unofficially contributing to the community for close to three years, so I am excited at the opportunity help make Drupal better. What I haven't been able to find is any documentation on the process. Do I just assign myself an issue? Where is the CVS information?

Conditional Email Triggers on a WebForm

Is there a way to set-up conditional email triggers on a form. I have an event registration webform that is used for multiple events. When event "X" is selected, I'd like the form to be emailed to "X". How do I do this?

If not, is there a copy form function so creating mutliple forms from the same template is easily done?

contribute funds to develop comment mover project

Have been using Drupal for 3 years and in that time there has never been a stable production release. Its so easy to do this wirh node I've often wonderedwhy you cant do this with comments.

I'm finding that 9 out 10 comments are not being posted in the appropriate area ln my site. just wondering if anyone else would be willing to put money forward to hire a dev to get this module to a production level release?
