How we can enhance privacy to users on a Drupal site, by users it means the registered members or auth users.

I'm making an eCommerce website, butI have some important questions. The eCommerce has one special thing:
the choise of products is dependent on the location. For Example: if a client from Europe goes to the site, he may
only see products made in Europe and when a client from Africa goes to the site, he may only see products made in Africa.

A first question is: what price may I ask for an eCommerce site like this?

other questions: is cubecart a good decision for this problem? other proposals?

My budget is more than $3K
This is a full site with custom module project covering:
a) installation and configuration
b) theme designed
c) modifications to existing modules
d) new modules written

You must have:
a) Certified project managers to manage and deliver the project on time
b) Past references in any combinations:
a. Online community websites (please send URL live working site if there’s any)
b. Contribution to Drupal code/modules (please send URL live working site if there’s any)
c) These info are readily available for QA testing:

1) I have created a contact us page, but i can access it only when I am logged in as the administrator. I want it accessible to everyone.

2) In the right column, I want to put a Latest Poll box, which is already a module in drupal. How do I do that ?
