Drupal 7.x

I'm new to drupal, have installed Drupal 7 and am working through Foundation Drupal to learn the ropes. I have set up a site and created a couple of blocks. When I go to drag and drop blocks, I click on the icon, my cursor becomes a similar icon, but I cannot move anything. The cursor stays in its new configuration until I leave the blocks page and go somewhere else. I'm not sure if I'm missing a setting or something else.

I'm trying to make a form that one user submits, another user receives and adds to, then another user reviews and then returns to the original submitter.

I was thinking that the Views module might be a start, but as soon as I loaded it my site crashed.

I think if I was put in the direction of the best way to query databases and append the results to form fields I may be able to get started.

So far all I have is a form created by the Webform module. Now I have to figure out how to let another user be able to see that it was created and make changes to it.

In Drupal 6, there was an option to enable file attachments. In Drupal 7 they changed things up and I'm totally lost.

I want users to be able to upload files in my forums.

I created a forum called General. I want people who come to be able to upload pictures or documents. I was successful with Drupal 6 but cannot figure it out in 7. Can anyone help?

The home page of this site (link above) Basic Page content "Welcome" shows Read More link and RSS feed icon even though I have configured Manage Display settings in the content type.

When I try to edit the Content Type/Basic Page/Body - Format, a pop-up appears with AJAX issue text?? I can't change the Format from Plain Text display - is this the problem?
