Content Type Field Re-ordering Not Working

I have created a number of fields for a new content type. When I drag the four-headed arrow icon up or down to re-order the fields nothing happens; they won't budge.

Is anyone else experiencing this problem?

Forward / Next Node of Specific Content Type

In a nutshell...

If I have 5 nodes of content-type: portfolio, I want forward / next buttons at the top of the node that sequentially step through nodes of that type (preferably based upon asc order of the title)? Also taking into consideration that the node numbers will not always be sequential.

For example...

Portfolio Nodes:
node/1
node/4
node/17
node/18
node/23

If I'm on node 1, the next button will redirect to node/4... if I'm on node 23 the previous button will redirect to node 18.

Navigation in footer

I want to make a footer navigation. I have only one menu (main-menu) with two levels. I want to achieve the following:

Level one presenters horizontal with submenu (level two/child nodes) are presented vertically. Each level must be linked.

I have tried to two different approaches.

Module footermap: Is unfortunately not flexible enough.

settings for local multi-site

I've just managed to get LAMP configured and Drupal 7 installed on my local openSUSE machine, but having picked bits of information from all over the internet I've found there's currently a lack of clear v7.0 info and hence a few anomalies here and there, so I want to clarify a couple of things before setting about the Drupal install.php configuration.
